岗位名称：采办部经理所在部门：采办部职责综述或职位目的:为了达到公司的经营目标，依据公司的质量、安全和环境管理手册及采办手册，批准公司相关部门的物质采购申请;监督指导本部门人员的日常工作，使员工能够在岗位上发挥自己的工作才干，提高工作效率;控制公司的采购成本，负责采购产品使用情况(包括适用性、产品质量等)进行追踪监控，并负责建立合理的供应商管理体系，对其供应商进行选择、评估;负责协助安全环境保护部门对危废处理公司资质审核，并负责废弃物和废品的处置;负责本部门与公司各部门重要工作的组织协调及采办部的持续改进和发展。主要工作联系对内：总经理、副总经理、其它各部门经理对外：海关、商检局、外经贸局、合格供应商主要职责1，部门管理：负责部门管理制度、程序、组织机构的修改、修订，保证部门随公司发展变化而变化，适用公司发展的需要;管理本部门人员的日常工作，确定本部门和员工的工作目标。2，招标：组织公司大型设备的招标和谈判工作。3，商务谈判：监督指导进行商务谈判。4，货物运输、检验：指导监督公司采购物品的运输检验，确保所购货物符合安全和环保有关规定。5，进口批文和进口文件：监督进口批文的申办，批准递交办理批文的海关商检文件。解决公司进口货物在进口清关商检过程中出现的问题，保证进口物品的快速准确到达。6，供应商管理和资质认证：监督指导对新的供应商的资质认证，合格供应商的资质文件的有效性和资质情况。7，海关、商检政策：了解并沟通相关的海关商检政策，及时反馈国家的税收减免政策，协调解决政策的冲突问题。8，库存利用和采购批准：批准相关部门提出的采购申请，根据现有的库存情况合理利用现有库存物料。9，物料保管：监督物料是否按照相关的规定妥善保管。10，仓库报表：及时向公司内传递月、季、年报表。11，仓库安全：监督仓库安全执行状况。任职资格要求教育程度：本科或以上相关工作经验：具有在海洋工程或相关行业十年以上国际贸易、采办实务管理经验，五年以上管理经验能力、其它1、男性、35~45岁;2、英语听说读写熟练，计算机操作熟练;3、掌握相关行业的国内外市场行情;4、优秀的商务谈判技巧;5、了解最新的国家海关商检政策，相关的法律、法规;6、优秀的管理能力和沟通协调能力。position title: procurement managerdept.: procurement dept.summary/overview:provide overall management, supervision and instruction of daily work for procurement department. be responsible for cost control management, supplier’s ｓｅｌｅｃｔion & appraisal. coordinate with other departments for major works, etc.acｃｏｕｎｔabilities and responsibilities:1, department management: responsible for department management systems, procedures, organization amendments to ensure the sector development complying with the company changes. daily management of the department’s personnel work2, tender offering: organization of large equipment bidding and negotiations3, transport/inspection of goods: guidance and supervision the transport/inspection of goods which purchased by the company and make sure the relevant goods are compliance with safety and environmental protection4, import approval and import files: supervision of import approval. approve and submit customs inspection documents. solve the problems which occurred in the clearance of imports or commodity inspection5, vendor management and qualification: supervision and guidance of the qualification appraisal to new suppliers6, customs, commodity inspection policy: understand and communicate the relevant customs inspection policies, give feedback on the ｃｏｕｎｔry’s tax breaks timely7, management of warehouse and materials and so oneducation, qualifications & experiences:1, bachelor degree2, at least 10 years working experience in international business, purchasing management in marine engineering or related industry, 5 years’ experience in management positionrequired competencies/skills:1, good command of english in both speaking and writing. proficient computer skills2, excellent business negotiation skills3, familiar with the latest national customs policies and related laws and regulations4, excellent management skills and communication skills
