【全时人员】指报告年内从事科技活动的时间占全年工作时间90％及以上的人员数。?
【非全时人员】指报告年内从事科技活动的时间占全年工作时间10％（含10％）～90％（不含90％）的人员数。?
【从事研究与发展活动人员】指报告期参与研究与发展项目（课题）研究、管理和辅助工作的人员，具体包括直接参加研究与发展项目（课题）人员，直接参与上述项目（课题）的行政管理人员和直接为上述项目（课题）活动提供服务的辅助人员。包括从事基础研究、应用研究、实验发展的人员。?
【科技活动经费筹集总额】指报告年内调查单位从各种渠道筹集到的科技活动经费（含科技基建费）总额。具体包括单位自筹资金、银行贷款、上级拨款和其他。?
【科技活动经费支出总额】指报告期内单位用于科技活动的全部实际支出。包括劳务费、科研业务费、科研管理费、非基建投资购建的固定资产、科研基建支出以及其他用于科技活动的支出。包括内部支出和外部支出，不包括生产性活动支出及归还贷款支出。?
【科技活动经费内部支出】指单位在报告年度用于内部开展科技活动实际支出的费用，包括外协加工费。不包括委托研制或合作研制而支付外单位的经费。科技活动经费内部支出按用途分为科技活动人员劳务费、原材料费、购买与自制设备支出、其他支出。?
【研究与发展经费支出】指报告期内本单位用于研究与发展活动的经费内部支出。具体包括研究与发展项目（课题）经费支出，从事研究与发展项目（课题）的科技人员与管理人员劳务费以及其他非研究与发展项目（课题）经费而用于研究与发展活动的各项经费支出。?
【劳务费（含工资）】指单位当年以货币或实物形式直接或间接支付给从事科技活动人员从事科技活动期间的劳动报酬及各种费用。包括各种形式的工资（补助工资）、津贴、奖金、福利、离退休人员费用、人民助学金等。?
【原材料费】单位当年用于科技活动实际消耗的原材料、辅助材料、备用配件、外购半成品、燃料、动力、包装物以及其他材料等。?
【外部支出合计】指单位委托外单位或与外单位合作进行的科技活动而拨给对方的科技活动经费支出合计。?
【单位办科技机构】指单位自办、或与外单位合办、管理上同生产系统相对独立的，或单独核算的专门技术开发机构（如办研究所、开发中心、开发部等专门技术开发机构）。?
【科技机构从业人员年末数】指在报告期的最后一天，在科技机构中工作并取得劳动报酬或经营收入的全部从业人员数。?
【对外转让科技成果收入】指报告年内本单位对外转让本单位科学研究和技术开发成果的收入。
【专利申请数】指当年单位向专利管理机关提出专利申请并被受理的件数。?
【购买国内技术支出】指本单位在报告年内为发展本单位的生产经营，而购买国内（其它单位）技术成果的经费支出，包括购买设计图纸、工艺、配方、关键设备等所支付的经费额。
【Science and Technology Personnel】refers to the professional
experts, managerial personnel, auxiliary persons who spend 10% or more of their
total working time for science and technology researches with in a year.
【Full-Time Personnel】refers to the persons who spend 90% or more of their total working
time for science and technology researches with in a year.
【Non-Full-Time Personnel】refers to the
persons who spend 10%(included) -- 90%(not included) of their total working
time for science and technology researches with in a year.
【Personnel in Research and Development Activities】refers to personnel
who directly work for the research and development of a certain project
(subject), who directly manage the project (subject) and who directly provide
supplement service to it. Include the basic research staff, applied research
staff and the development staff.
【The Total Collection of The S&T① Fund】refers to the total amount of
the fund for S&T which raised by the investigation unit from varies of ways
in a reporting year, including self-collected fund, bank loans, allocations and

【The Total Expenditures of The S&T Fund】refers to total
actual expenditure for science and technology activities of a unit in a reporting
period. Including remuneration, researching fee, managing fee of the research,
fixed assets of non-fundamental investment, fundamental investment and other
expenditure both inside and outside the unit for science and technology
activities. Regular expenditures for productive activities and returning of the
loans are excluded.
【Internal Expenditures of the S&T Fund】refer to the actual
expenditures of a unit for internal science and technology activities in a
reporting year, including 外协加工费。Fees paid to the other units for their
works and co-operations in the researches are excluded. To serve the different
purposes, the internal expenditures can be classified as the remunerations for
science and technology staffs, cost of raw materials, expenditures for buying
and making of the equipments, other expenditures.
【Expenditures for Research and Development】refers to the
internal expenditures of a unit for research and development. Including the
expenditures for research and development of a project (subject) itself,
remunerations for researching and managing staffs and all other expenditures
for project (subject) related activities.
【Remunerations( Including Wages)】refers to the
rewards paid directly or indirectly to the science and technology staffs either
in forms of currency or in form of materials by the unit. Including all kinds
of wages (subsidies), allowance, bonus, welfares, pensions, people’s stipend
【Cost of Raw Materials】 refers to the raw materials,
supplemental materials, spare fittings, purchased semi-finished articles, fuel,
power, packages and other materials which had been actually consumed by a unit
in science and technology activities.
【Total External Expenditure】 refers to the
total amount of expenditures which one unit pays to other units for their works
or co operations in S&T activities.
【S&T Organizations Run by the Unit】refers to the
professional technology developing organizations separately run by a certain
unit or jointly managed by several units, which have comparatively independent
managerial systems and productive systems, or have self-accounting status. Those
organizations include research institutions, developing centers, developing
departments etc.
【Year-end Number of Employees in S&T Organizations】refers to the total
number of employees in S&T organizations who acquire remunerations or
business profits at the last day of the reporting period.
【Profits Gained from the Public Transactions of S&T Achievements】refers to the
profits one unit gained from the transactions of its S&T achievements to
the others in a reporting year.
【Applied Number of Patents】 refers to the
number of patent applied by a unit to the patent office and then accepted in a
reporting year.
【Expenditures for Purchasing Technology Achievements in Domestic
Market】refers to the expenditures of a unit for purchasing the
technology achievements from other units in domestic market in a reporting
year, in order to develop its own business. Those achievements include
